Skill XP percentage of normal XP?

Hi everyone, I was wondering what the mechanics are on this. Is skill XP a flat percentage of the normal XP you gain? In other words, does a race with a better general experience aptitude(the one that makes you go up in levels), gain skill experience proportionally faster, assuming equal skill aptitudes? So like would a human gain necromancy faster than a mummy for example, since they both have 0 necromancy aptitude but humans gain xp faster.

in crawl,every time you gain two types of experience basically.one goes to your "level" pool,and one goes to your "skill" pool.
for example,if you kill an ogre at level 1 as a human,you gain,lets say,2 level ups and 3 points in necromancy skill.if you kill one as a mummy at level 1,you gain 1 level up and 3 points in necromancy.the numbers are not authentic,mind you.i just put some random ones to better highlight the point

I'm pretty sure the species experience modifier is just for levels, not skills.
