Can monsters use rods

Exactly what it says on the tin. Can monsters use rods?
If no, how can I make them fake it and drop one on death?

But only rods where the spell has a monster version, and only recently, like 0.12 something if I recall. I don't know if there are any rods left that monsters can't use, but if you make up your own rod with passwall, ignite poison, and beastly appendage, there's a chance that no monsters have those spells and therefore it won't work when monsters try to use the spell from a rod.

I haven't actually looked to see which spells have and haven't been put in for monsters.
