Crawl Manual "rest"

Wondering about The Crawl Manual and I would like to know if there are any special tags that can be used for emphasis (bold, color, italics), and what those tags are.

I am curious because I would love to include colors so that I may properly include a section on item classification, per here.

Regarding existing formatting, here is what I gathered:

The following appears to create centered, capitalized bold-white text bordered by hyphens.

Not quite certain what this with the double-periods/double-colons does:

And the following indicates the start of the manual (and is replaced in the final product)

Thanks! I was WONDERING why the documentation was listed as "rest". Now that makes sense.
