Hasted Mennas with +9, +9 Executioner's Axe of Holy Wrath can probably kill him.

when I tried this the hellion got polymorphed almost immediately.

TRJ can defeat Cerebov if he\she\it really lucks out (managed to pull it off once in 0.9). Mnoleg can sometimes kill Cerebov by summonspamming.

I've done this a few times and TRJ dominated each time. TRJ has a habit of retreating behind the slimes that he summons, and the summons wear Cerebov down
I actually haven't found an opponent that can beat TRJ consistently
