Have you ever seen this? Have you had a thought "Oh, I wish I could get my hands on this juicy weapon"?

This vault is designed to be decorative. This means you can't get the weapons: you cannot destroy walls with shatter, they are unnaturally hard; you cannot randomly teleport there, the insides are marked with 'no_tele_into' (what are the chances anyway, haha); even Lugonu's corruption won't help. Developers seem to have foreseen everything...
But don't worry, your uncle Yermak is here to help you! Instructions are under spoiler (in case someone is willing to try to crack this nut by themselves):

Today I suddenly went curious about what happens when you get banished while flying over deep water and escape Abyss without the flight. Well, it turns out you get placed onto one of the closest walkable tiles. What does this mean?
You'll need Fedhas, weapon of distortion and a source of flight. Fly off the ground and turn the corridor into deep river using Fedhas's Rain ability. Position yourself right in between the cages and wield-unwield your disto weapon until you get banished. Now escape abyss (make sure you're not flying) and you'll end up in one of the cages.

You also can find these displays inside the bailey itself, but due to the terrain the algorithm is much more complicated:

The problem here is the empty arch of ancient stone: it can't be drenched into deep water (as well as the traps, but traps you can walk over), and it is closer than the weapon for any banishment position. So we have to destroy the arch; the only way I came up with is Lugonu's corruption. Here is the plan:
1. Enter the bailey with full Lugonu piety.
2. Corrupt the entrance and make sure that the empty arch of ancient stone is gone.
3. Enter the Abyss.
4. Convert to Fedhas (haha twice: good luck finding the altar in Abyss!).
5. Get full Fedhas piety (haha trice: there are very few corpse-dropping monsters here).
6. Escape Abyss.
7. Position yourself on the gate out of the bailey (the one that's next to ex-arch) and pour Rain twice to make deep water around you.
8. Use flight and position yourself at the spot where the arch was.
9. Banish yourself by unwielding disto weapon.
10. Escape Abyss while not flying.
With 50% chance you'll end up in the axe room (the other 50% is for the gate out of the bailey).

The axe rooms can also spawn on the sides but it changes nothing.

I wondered if another possibility would be to exploit tornado's buggy behavior (maybe get a hostile air summon through air miscasts) and wait until you're placed inside the vault. I tried and it doesn't work. Maybe it's only the player's tornado that has that bug. Or maybe I'm just wrong about tornado being buggy.

Tornado won't move you through a wall if it can't find a path through the wall.

That's a good idea, but it doesn't work. If you're still with Fedhas, you'll be placed on a plant, if you abandon him before exiting abyss, you're placed at the plant's spot and plant - at the closest free space - weapon's chamber.

Get a water nymph in the bailey, probably via polymorph, and it will cover the stone arch with shallow water, which you can turn into deep water with Rain (make sure the nymph isn't standing on the arch though, because Rain won't make deep water directly under the nymph). The resulting deep water is still temporary and will revert back to a stone arch after a while, but that's ok because the clock for that doesn't tick down while you're in abyss; the arch will still be covered when you come back. This way you don't need to do anything in abyss except get out of it.

wouldn't a phial of floods work as well?

No. Primal wave won't cover stone arches or other non-floor features. It has to be a water nymph.
