Crawl confusion is like being drunk: you can shout, drink and brawl.
While drunk you definitely can go to the nearest shop and buy some booze. So you should be able to use potion petition ability because it's the same.
Just because you are drunk all curing/hw becomes "healing booze", migh/agi/bers becomes "angry booze", magic/bril becomes "spiritual booze", invis/haste becomes "suspicious booze".
