Buff wand of scattershot and lightning rod

After rod removal patch, lightning rods are stupidly weak to replace discs of storm and
wand of scattershot is nowhere close to strong to have 9 as its max charge.

Also bring back our wand of inaccuracy. The commit message said it's boring duplicate but actually it's not.

The commit messages mentioning boring have nothing to do with actual boringness. It's more like "I never found this item or skill or whatevery and I declare it boring from now on."

Bolt of inaccuracy was never really functional from a design perspective. It was supposed to be an unreliable but powerful attack and ended up being no more unreliable than, say, melee. Accuracy would have to work differently for bolt of inaccuracy to be an interesting spell.

It was. And iron rod was the "vaporize low AC monsters".
Now we have scatter shot, the first wand that one shot hydrae/two headed ogres and spellcasters with little investment. I am pleased.

I liked the awesome power that came from having inacc, iron rod, and enough free time to sink into this game to know exactly when to use both

Was it spoilery and unfair to newer players? Yes. Didnt stop me from enjoying the brokenness

Lightning rods are really crap.

Look at the damage formula. The formula is 2dM -> 3dM -> 4dM -> 5dM, where M = (30+sp/6)/(2+width) and sp=5+3*evo.

At evo=0, max M=11.
At evo=10, max M=12.
At evo=20, max M=14.
At evo=27, max M=15. For width 4 spread, M=7 and the damage becomes 5d7 at fourth consecutive shot. Whoo... So scary.

Something is really wrong here because evo 27 only gives 40% increase in damage compared to evo 0.

The formula for M should be like this:
(30+sp)/(2+width). (Still too weak for wide blast even at high evo)

since wands have limited charges could wand of clouds perhaps not shot out random clouds types that may easily be useless in a given situation. Random clouds types is fine on a rod, but not so much on a wand.

I'd be cool with rod of clouds moving to an xp-gated evoker like lightning rod. Does seem like an enormous gamble otherwise, since rod of clouds often picked "the one cloud you didn't want for the given situation" even at 25 evo.

After change in spellpower formula, wand of clouds is no longer shitty at high evo. One of little good news.

Current spellpower for wands: 15 + 3.5 * evo

Current probabilities for each type of clouds:

Evo 0: Meph 54.5%, Fire/Ice/Pois 15.2% resp
Evo 5 (former 7): Meph 22.3%, Fire/Ice/Pois 25.3% resp, Negative 1.9%
Evo 10 (former 14): Meph 0.9%, Fire/Ice/Pois 28.2% resp, Negative 8.3%, Storm 5.5%, Acid 0.8%
Evo 15 (former 21): Fire/Ice/Pois 18.6%, Negative 15.4%, Storm 14.3%, Acid 14.4%
Evo 20 (>former 27): Fire/Ice/Pois 8.9%, Negative 22.3%, Storm 23.1%, Acid 28.0%
Evo 24.3 (= spell power cap): Fire/Ice/Pois 0.6%, Neg 28.3%, Storm 30.5%, Acid 39.6% (which is an only useful cloud)
