let high elves use wands

let high elves have "supercharged" wands which allow for some extra powerful ability

for instance: for a hige elf, 1/5 of all wands of draining would be instead be "wand of hasting" (the closest I could come up with for a nega-drain effect)

maybe 1/15 wands of paralysis something like "wand of teleport" and 1/60 damaging wands "heal wounds" (again, both "nega" effects)

anyway, this could be the "special ability" of high elf, since people have been discussing them as being a slightly "vanilla" race which might be a candidate for removal
