Increase Mummy spellcasting apt, decrease Nec apt

As an alternative to the existence of Ogres as a race with an aptitude pattern of
high spellcasting but low spell schools, instead let Mummies take more advantage
of their High Elf heritage, with +1 Spellcasting apt. Also
significantly decrease their Nec apt - they're still uniquely able to make the
most of ITWD* but now require more of an investment to do so (and might feasibly
consider other spell schools too), and the extra XP cost for ITWD* usage is likely
more than made up for by the XP saved on Spellcasting.

I like the buff, previously it was weird to have 7# of power for Death Channel with just 10 levels in Necromancy.

I think going to -4 is a bit too harsh, even just dropping it down to -2 would probably be OK, given that they probably want some early game necromancy anyway.
