Kick trivial monsters from Hell

Why necrophages, phantoms, wights, shadows do appear at Gehenna?
Their habitats must be D:5~10 or suchlike.

Hell hounds, flying skulls, crimson imps, red devils, ... too many trivial monsters in all 4 branches of Hell.

I believe the idea is to slow you down or limit your movement options to make more chances for hell effects to matter and/or actual threats appearing. I doubt it's the best way to accomplish that, though.

Also I think those monsters are intended to detect stealthy characters. We cannot have the same number of fiends but the way stealth works, it's easier to stab a couple of high HD monsters than a hoard of low HD monsters.
Underestimated: cleaving, Deep Elf, Formicid, Vehumet, EV
Overestimated: AC, GDS
