Na, just lets them move around while you (instantly) pass through time. The more intelligent monsters will act differently than you being invincible for the duration of turns they experience.

I think Chei's slowing of the PC is being referred to.

Depends on if it makes them adjacent. Otherwise, read on a down-stair and grab the runes, then run AS QUICK AS FUCK past that level and WIN. Use every blink scroll in your inventory. It's basically uberSprint, except with a boring grab-the-runes part.

Unless OOD still spawn, in which case it's definitely suicide.
