"cover ground quickly" would fit what a demonspawn mutation should be
rank 1 - .9 movement delay
rank 2 - .8 movement delay
rank 3 - .7 movement delay

I would actually suggest to remove boots of running instead. It is weird to have the item in the game when kiting is seen as a problem. Or alternatively make them unrandart with -1 enchantment like hat of the alchemist.

Tier 2 Ds muts need to be balanced for mid game, whereas tier 3 muts need to be balanced for late game.

However, in mid game running would be broken, while in late game--where the player likely already has a plethora of escape options and being able to high-tail it out of there a turn or two faster is often not enough to escape from tormenters/damnation/OoFs who would otherwise kill you--it would be underwhelming.

On the other hand, I've long wished for a wings body-slot mutation that gave tengu-speed flight at rank 3. Alternatively, I could see a leg slot mutation that ended up giving .9 movement delay along with some other stuff (extra EV maybe?) instead of an aux attack.

I think it would be fine as tier 3 (same tier as robust) You often won't get it until late game when it has reduced usefulness, but it should still be better than something like hellfire or passive freeze. weither or not it should be in the game is another question.

They buffed demonic guardian so they don't interfere with firing and avoid all of your guaranteed hit attacks IIRC.
I'm with tasonir on this one.
