Phlegmatic Bolt

A penetrating bolt that causes Slow in the targets it hits; lvl 5 conj/transm.

Any opinion? Would it have a place? There currently is only one transm/conj spell, it would be nice if there was more synergy with other schools.

(Phlegma = mucus)

How about adding Poison school there? It would fit, and make poison magic suck less...
