Quarterstaves?
Why can only gladiators start with these, and not fighters/monks?

Fighters start with a shield, so giving them a two-handed weapon is pointless. Monks have worse weapon choices(and armor) than Fighter/Gladiator in exchange for extra piety later, which is why they can't take quarterstaff(basically best melee weapon you can start with).

Only Fo can get quarterstaves, but they are available.
I'm with tasonir on this one.
