Currently playing OpTm and thankfully Oka has stopped giving me weapons, but now all I get are shields. Where are my hats? C'mon mang, Hat of the Bear Spirit seems like an appropriate gift.

Fortunately, Okawaru will not give you something that you cannot currently use. Unfortunately, Oka will gladly give you things that you would never actually want to use. So you aren't going to get body armor, boots, etc. but maybe you will eventually receive a hat that is worth wearing.
