It always really bothered me how stairs work in places like Shoals and Swamp, which are (supposedly) open outdoor areas. How can you go "downstairs" from Shoals 1 to 2? It makes no sense! We need some lore explanation to this.

Shoals is just a really big spa, so it makes sense it has floors. And Swamp is ...a different kind of spa.
