Regen?

Why is the spell regeneration considered so good? It only gives 1 hp/turn, and it also makes you hunger faster.

Late-game melees tend to drag on for many many turns. Casting regeneration before a fight can give you a significant hitpoint buffer, and it stacks with itself up to a certain point. It's also relatively easy to cast, as a level 3 Charms/Necro spell, and can be used alongside some other handy spells like Corpse Rot and Repel Missiles. The spell can also be used between fights while waiting to get back to full health faster, minimizing the risk of being ambushed while at low health. The hunger cost is mostly irrelevant for non-Spriggans due to rations being abundant.

Because its better than nothing. In this case hunger = nothing.

Also once you have a decent amount of spellcasting it becomes hungerless anyways.

It's great in places like Abyss/Hell/Pan where resting can be annoying/interrupted by enemies easily, and the benefit comes with very little drawback unless you really need that 3 MP.

No. Casting the spell can be free (in terms of hunger), but the regeneration itself still adds 4 points of hunger per active turn, regardless of spellpower. (Trolls get +3 hunger / turn, for reference.)

Regen is good in the early/mid game. It does nothing when you are 'in control' and can easily retreat, but any time you don't have a safe place to rest you want as much regeneration as you can get. Teleports/ Shafts/ Bad Exploration can all lead to situations where regen makes a considerable difference. Because I press o and use teleport scrolls even when I haven't cleared the floor, I often want a source of regen and value it equal to, maybe, a couple points of AC.

plus it makes pillar dancing more convenient...

It makes resting, in general, less dangerous. When you aren't at max HP you are more vulnerable than you need to, and should, be. Regeneration helps minimize the number of turns in which you are in that vulnerable state. That's really good. The OP mentions the hunger but not the 3 MP cost which is a much bigger drawback.

(EDIT: The HP gain during combat shouldn't be discounted either but you spend a lot of the game resting and regen makes you a lot better at it for a very reasonable investment)

You should also cast regen if you have 3 or more unneeded MP and full HP and anticipate that you will be fighting soon.
