Buff Realm of Zot

For 3-runes, keep it as it is. Realm of Zot is hard enough for 3-rune characters.

For 3> runes, buff realm of zot. Realm of Zot is too easy for 15-rune characters.

adjust "difficulty level";
for 4~9 runes, difficulty level 1.
for 10~14 runes, difficulty level 2.
for 15 runes, difficulty level 3.

By implementing difficulty level,

1) layout of Zot:5 changes harder
2) Monsters' spawn rate drastically increases, proportional to difficulty level
3) Monster set gets tougher
4) Player's speed gets slower

3 rune -> Normal mode Realm of Zot -> 15 rune -> Scavenge Orb from wiped Realm Of Zot strategy is OK.
The problem is that Realm of Zot is too easy for 15-runes characters.

Zot still has monsters with higher HD than any extended monster.

I think Zot:5 is ok in difficulty but Zot:1-4 has got to be the easiest part of the game except maybe Vaults:1-4.

Zot is much spikier, yes on average it's very easy, but suddenly having an OOF and a curse toe pop into LOS can make things pretty crazy. Or a moth of wrath and virtually any berserkable enemy. Or just a moth of wrath sometimes... being slowed in zot isn't a good thing.

Abyssal should actually be the easiest (not the most convenient though, it's in the Abyss after all), since orbrun spawns do not spawn there.

Or just clear everything up to the orb chamber after you get 3-4 runes.

As I see it if you get 15 runes you deserve a little break. :)

Well yes but you can't look at the correlation of a set with one data point and call it a day.

The problem with OOF's is they can be nearly trivialized on a character with rF+++. It just comes down to how much fire resistance you have, rF+ they're still scary, rF++ is pretty tame, and rF+++ you can generally deal with other monsters first since they're going to hit you for ~20-30 damage tops...
