fr: bring back Norris

Bring back Norris as a shoals only unique, occasionally appearing in place of Ilsuiw. Keep his old stats, maybe nerf hd slightly if needed, give him rDrown. New spell set: primal wave, smiting, confuse, freezing cloud. Surfs through the water like a nymph. Doesn't come with a band.
A human that worships an ancient ocean god, he came to the shoals to check out the waves. He doesn't seem to appreciate finding you on his favorite beach.
He should present a somewhat different threat than Ilsuiw, who is really boring to fight/avoid fighting every single time you do shoals imo.
Also, give him back his surfboard you meanies.
