Okawaru decided to gift my Troll Monk a -7 hat of an ice cave {+Fly} in the Lair today! Probably the best item I have ever found!

That's how you know that crawl loves you.

Based on my experience, Okuwaru armour gifts are weighted towards being terrible. But I have nothing to back this assumption up, so odds are I'm probably wrong. I don't like okuwaru as a god, so I don't play him much.

Oka gifts both bad and good items. Typically my Oka winners end up wearing one or more pieces of armour gifted by Oka in the end game.

If you worship Okawaru for the god gifts you're gonna have a bad time.

Think of Okawaru as Ashenzari for melee dudes and you'll fare much better.
