It's absolutely in the top 1% of all artefact armors, so yeah, it's a big deal. There have been some others which are comparable and slightly better, but anything at that level is already pretty absurd so slightly better or worse doesn't mean much

Btw it's nice to enter with 10 AC in a Bailey on D:9, and exit from it with 35 AC. Even if you're a small halfing.

I had Fighting 15 and UC 19 when I found the buckler so I used fsim to see how bad it really is. I tested with -5 ring of slaying and it resulted in 30+% damage loss and it should be even worse with buckler
