It protects you from fire.
It protects you from cold.
It insulates you from electricity.
It protects you from poison.

Amusingly, the latter's rElec and rPois were completely negated by the fact that I was a gargoyle. I also died horribly on that run on Zot:5 to being horrible malmutated by an Orb of Fire while being zapped by it, two storm dragons, and two liches/ancient liches.

I'm not sure, I was definitely hitting quite hard. I was using it on Tomb 3 (where I found it). Most greater mummies and Khufu died in two hits, one took 3 hits, everything else died in 1 hit, and I don't remember ever missing, so it felt like it. This was as a DEFE with a sword of Jihad.
