As distinctly early-game enemies it seems a bit unfair to have max HP reduced pseudo-permanently at that stage of the game. Rather have the rot increased but wear off (slowly) with XP-gain, as per current stat-drain and 'Drain' status. Necrophages could have an 'xv' description mentioning that their particular sort of rot will be healed by gaining experience, unlike sources of pseudo-perma-rot later in the game.
Getting unlucky with an early necrophage means continuing less 10 or 20% max HP or using multiple !curing or !HW, which is either simply irritating, or potentially lethal.
