always generate Morningstar D1 while playing ogre

Playing early game at ogre is painful.
I hope good weapon, not club at D1.

Actually, I find a whip on D:1 more often than not, or at worst on D:2.

There would be little reason to mess with item generation, if you wanted ogre to have a morningstar on d:1, that's basically the same as saying "Ogres start with a morningstar when they pick maces as a starting weapon".

I believe there's actually precedent for this, in that they used to start with an "Ankus", but Ankuses (ankui?) were removed from the game. Regardless, I don't think they need a stronger starting weapon, and there's not much chance they'll get bumped up all the way to morningstars.
