Nerf Buffing

It's too easy to buff stuff, so this obviously needs a nerf.

Buffing is suboptimal already. You should just train a weapon off the floor from D:1 instead.

Personally, I think that nerfing stuff hasn't been effective enough yet. We should buff nerfing first before nerfing buffing.
