My theory has been that the Orb of Zot somehow compels all within it to do nothing but to defend it against being taken. Thus Mennas not caring you worship Zin, Mara not caring you worship Makhleb, and neither being interested in fighting each other.
Perhaps the Orb also shaped the dungeon to be a pantomime of the world itself. That's why main Dungeon branches are all more or less analgous to actual world settings and places, while the lower depths, where the power of Zot resides, is connected to the greater planes of Hell, Pandemonium and the Abyss.
Or maybe it's just a game and where else were you gonna put the elven halls?
