UC with gloves isn't bad, there are only three races with claws, and two of them couldn't use this unrand anyways. Anyone not a ghoul isn't losing claws. And sure, it doesn't work with transmutations either, but there's some plain ol' monks out there! I swear! But this does become a rather niche item since now it's just non-casting monks who want it.

If you wanted it to work with claws/transmutations, it'd have to be a ring, but then there's little reason why you wouldn't be allowed to wield a weapon. You could always claim "magic" but I don't think people will really like the idea. If you want to boost unarmed, pick up some transmutations spells.

As for the stats themselves, +8 slaying is a lot, but the downsides are rather bad too. I wouldn't give it -str, which will lower your damage (probably not as much as slaying adds, but it's conflicting with itself). You could take off dex (conflicts with accuracy, but no one cares about that), or probably int instead. To go with the iron theme, I'd give it higher AC.

Something like:
+5 iron fists (curse, -5 EV, +8 slay, -wiz, no weapons)

Still only applies to non-ghoul/troll/felid monks, sadly.

That's the point, -str is like makeshift encumbrance. As in, they're so heavy that movement is more difficult, and only really strong characters wouldn't mind the penalty. You could even increase both the bonus and the penalty! And what do you mean it doesn't work with transmutations, what about Necromutation?

Well, I don't know just how much strength affects damage... the slaying bonus can be increased to +15 or +20 or however much is needed to make these gloves very beneficial to some characters. Alternatively, it could be an artefact best for characters that have not got to very high UC skill yet, maybe.

this is spectacularly wrong. formless unarmed gets a smaller bonus from strength than good weapons do, you are ignoring the weapon skill multiplier

Here are some wizard mode tests with a HuMo with 27 fighting and 0 ER armour unless otherwise noted. Fights we VS a stone giant as that seems to be a standard monster to run Fsim against. Stats are 13/12/26 (this assume average human stat gain with all cchoces in dex). Stats for Dr are 15/12/24 as this assumes that the same in game choices were made. +9 triple sword of speed is thrown in as a control.

In conclusion, I was wrong about the gloves being bad as they outperform +2 gloves even at high skill levels, and also outperform the control group at high skill. Formless UC is outperformed by the control group even at 27 skill, although higher stats would probably change this. The fact the you don't see a weapon as strong as the control group also makes UC a much more appealing choice.

This actually looks like a pretty sane unrand as long as it wasn't generated early in the game very often. -8 strength is a big penalty to trying to wear heavy armour, and -wiz hit the hybrid in light armour. I probably should have run tests VS gloves of strength. I was actually overestimating the weapon skill multiplier as slaying is unaffected by skill multiplier were as the base damage is multiplied by both weapon skill and stat bonus.
