Uniques are dangerous if you get them at the shallowest end of their spawning range. In cases where they are not dangerous at the shallowest end of their spawning range, they get moved to a depth where they are dangerous.

Harold is honestly kind of a boring unique, and one of the last survivors of the Boring Unique Purge. That surprise Bolt of Fire is the only memorable thing about him, and I wouldn't recommend messing with him unless you can deal with it.

I've always assumed monsters capable of using equipment weren't allowed to generate in L2.

Uniques and vaults are exceptions to that rule of thumb. You will never get an equipment-using enemy that randomly spawns from the stairs to L1 or L3, but uniques that are tagged as being able to spawn in Lair are, in fact, able to spawn in Lair. Furthermore, there are a handful of vaults that are tagged as being able to spawn in Lair that have equipment-using enemies like a pack of centaurs or a necromancer, and if these are chosen to show up in Lair they will have that specific equipment-using enemy.

You can also get equipment-using enemies spawning from the stairs to Swamp, Shoals, Snake, or Spider. Assuming formicids are still on the Spider random spawn list, anyway, otherwise just the other three.

He also throws nets! (He was always supposed to, apparently, but there was a very long-standing bug.)
