Any change to the out of depth formula?

Within the past two days, I've gotten a D2 necrophage, a D3 centaur, and just now a D2 steam dragon. I know early centaurs aren't unheard of, but the other two seem absurd.

Is this just a patch of bad RNG?

Crawl's proprietary OoD formula is a closely guarded secret that has been passed down, unchanged, from generation to generation. In 0.7 the developers attempted an ill-fated re-brand, but switched back to "OoD Classic" by version 0.9.

They're replacing Diet OoD with OoD Zero.
