Racial mutations can't be changed (EDIT: Reduced in levels away from 0, I should say) over the course of the game.

I know that's not exactly right...I've had a Centaur malmutated to Vegetarian 3, Fast Metabolism 3. (which was a fatal combination).

Racial mutations can get more extreme, but not less.
