Well yeah early uniques in general are really bad, with a couple exceptions... all these generic melee monsters and Sigmund is basically an orc wizard. He probably still shouldn't be changed because he's so iconic, but you could for instance guarantee that Ijyb spawns with one of the "minor" wands (say slowing, confusion, magic darts, flame, frost) in order to make him at least somewhat different from a gnoll with a club. "Ijyb with wand" are pretty much the only encounters one remembers anyway.
