Boring, I know, but I have some semi-interesting equipment decisions.

a) Weapon: I'm not sure how many scrolls I needed to dump into a lajatang of speed to make it better than the artifact flame/+Inv/rF+ lajatang, but I'm pretty sure I have enough now.
b) Armour: I need both the Str+3 from the ring and the Str+1 from the GDA itself in order to wear the GDA. I figure I need to get the CPA to around +10 at least for it to be better than the GDA, right? Maybe I'm overvaluing rF+/rC+ tho? I don't even have my side slots capped, so that's a ways off. I have every kind of leather brand armor, and troll/mottled hide, but not the scrolls for them.
c) Jewelry: I figure I can either go with artifact blink & tele control for rings for maximum tricksy survival, or slay & artifact stat ring for maximum RAWR. (Except I need the stat ring for GDA, so I guess my decision is made for me?) For amulet, I have Clarity and Stasis, No artifact, No rMut.
d) Casting: I don't have squat for viable books except war chants, and I think GDA trumps them. What will it take to get Repel or Regen castable in GDA? (Or CPA, I guess.)

Weapon: That 7, 8 Speed Lajatang is what all lajatang users aspire to, you can't expect better than that.

Armour: You really can't overvalue resist. It's healthy to walk around with a +rF and a +rC in general, and I'd have to take it over the damage reduction from Crystal Plate. Just train Str until you can wear it without losing rings and you're good.

Rings: You can swap these around and stuff, though I'm really unsure about evocable blink rings. You could just spend 5 turns trying to evoke a blink while getting hit.

Overall: I'd say you're looking good overall, though you could use the standard wands if you don't have them. (Tele, Heal, Haste). I'd suggest wand acquirement.

You're right about the armor. CPA would need high enchantment to be worth it over GDA, and then I'd only switch if I had another source of rF+. It's nice to have one pip of each resist, especially in Zot.

Casting in GDA/CPA: Can do it, but really iffy in a 3-runer.

Wizmodes indicates that you can get Repel Missiles with 24 armour, and 8 spellcasting/charms/air. Adding 10 Necromancy gets Regen online. This with GDA and 14 int, which is the rest of your level ups.

Haste comes online with 20 charms, 12 spellcasting in the same setup. That's pretty steep.

I've cleared out Zot and everything else in the main dungeon except Crypt. I left it for a TSO conversion, which I'm no longer sure I want. Zin's protection against mutation was very helpful in ZoT:5; it saved my bacon like 20 times, since there is no "rMut anywhere in the dungeon. I'm thiking I should keep her Hells as well. In fact, maybe I could do 15 runes with Zin? But.... I'm kind of freaking out about torments. I'm primarily a melee in GDA, so I fit into the "gimped" catagory for dealing with tormenting mobs, as per the excellent torment tactics post.

One thing I could do about torment is try to get statue form online. That would probably mean dump the GDA, which is a pretty significant hit to resists, and then I have no freakin' clue what to wear in body slot then:

c - an ice dragon hide
e - a +2 crystal plate armour {god gift}
f - a +4 plate armour of positive energy {god gift}
i - a +2 orcish plate armour of cold resistance
n - a mottled dragon hide
q - the +6 scale mail "Mibaapur" {rC+ MR}

G - a troll hide
L - a fire dragon hide
M - a +2 robe of the Archmagi
R - the +4 robe of Night {+Inv MR SInv Stlth++}

There's a whole three enchant armour scrolls left in the dungeon, so I'm not getting a +9 FDA any time soon.

The other problem with going Statue Form is that I already have 6 Air (from when I was trying to get Repel and Swiftness castable in GDA), and a manual of Air(!) in my stash I haven't used. It's like the RPG is telling me not to go Earth, but then then RNG hasn't put a Tornado book in this game, so it's sending mixed messages. (There's also no Book of Annliations nor Grand Grimoire in this game, only Necromutation.)

And lastly, ring dilemmas only get worse with time, not easier:

At this stage in the game, with only 15 int and a Mi's spell aptitudes, the only feasible way you're going to get statue form online is grinding. I would sooner go win than grind.

What I would do: Wear the GDA, dragonskin cloak (swap to preservation in heavy fire/ice areas), boots of running, ring of vitality, and whatever. Go TSO and do Crypt - this'll get you a blessed lajatang, and you might even find rMut down there. Even if you don't, you can safely do Tomb and many of the Hells without risking mutation. Geh and Tar have treasure vaults that could also have rMut.

If you clear all those and are still afraid of mutation, just go back to Zin.

The gold dragon armour really isn't anything special. If you hadn't gotten the crystal plate armour, you'd have wanted to trade up to a vanilla gold dragon armour eventually anyway, because the difference between half-enchantment and full-enchantment on your most important piece of armor is a really important. Definitely feed your scrolls into the crystal plate armour; the only other possible candidate for the scrolls right now is topping off your rC+ cloak.

You have approximately no reason to care about Torment. If you see a Torment-user, run around a corner and make them come to you. You can safely completely ignore the fodder while you're killing the thing that has Torment, since almost all damage will be reduced to 0 by your armor. Zin will prevent almost all of the Hell Effects that place the Torment-users in dangerous positions, so you will only ever encounter Torment-users on the edge of LOS or when you enter a new level. Note that Statue Form would not only be an incredible waste of xp, it would also force you to switch away from Zin since Zin doesn't like shapeshifting. The only thing in Pan and Hell that has a reasonable chance of taking you down are the uniques.

You can get Haste usable in crystal plate armour with around 18 charms and Blink usable with around 12 translocations. Both are worthy of consideration.

I'm having food troubles. I'm currently carrying every bit of food that is in the game, including food shops.

And I'm having torment issues. Maybe I have an over-reliance on 'o', but its pretty easy for me to explore a large open area and have multiple tormentors pop into LOS from a distance. Or to have tormentors bothering me while I'm doing a unique or a lord. I'll grant most tormenting doesn't put me at risk of death (although the last time I played I had divine protection trigger). But the tormenting does make me run off and hit '5' somewhere, and this is exacerbating my food problems.

With regards to food, should I be hitting Vitalisation more often? Also, are there any monsters such that as soon as I see one, they warrant popping a Vitalisation? I pretty much never use any of Zin's activated abilities, having no clue how to use them tactically. Please advise me no how to get the most out of Zin in extended.

I'm training Air... why? I don't know. :( I'm hoping eventually a book with Tornado will spawn I guess (and since you poopoo'd Statue Form). There is a $1100 Controlled Blink book, but I haven't taken the plunge, since I'm not sure how much more money zin will need in the future, and I was hoping to try a ziggurat. Maybe a zig is a bad idea with no Shatter/Fire Storm/Ice Storm though. Really though, I don't know where else to put my XP.

might as well train spellcasting over Air, +MP and -hunger. Or Translocations/Invocations.

You have 3 Pandemonium runes and 1 Hell rune left, right? I'd go back into Pandemonium as food is reasonably common. don't explore floors too much, just grab what's available and visit the uniques.

Slow healing and slow movement seems kind of awful and makes your food situation worse, do you have any way left to get rid of those? (zin, cmut, deck-IDs)

My third trip to Pandemonium was much more fruitful. It gave up the 3 runes in like 8 levels, but then I spent about that many more looking for an exit. It also was self-sustaining in terms of food. I did skill towards some manuals I had, and enough skilling to get Silence online for Tomb, but otherwise I did go Spellcasting, which I should have done more of earlier. The reduced spell hunger would have helped. I was totally running on fumes at the end; I ended up giving Zin another $3k and just chain-spamming Virt all through Tomb.

Speaking of tomb: Fuck tomb. I did do Tomb once before with a DDEE, and I don't think I ever want to do Tomb again without Shatter. It was nutso, all that tormenting, smiting, rotting, stat loss, and me having hunger issues, I couldn't rest up regularly. Progress was soooo sloooooow. Now I know why I amass a stash with 30 remove curses scrolls, 20 curing, 8 recharging, 12 restore, etc. -- you need them for tomb! I ended up busting out some junky RN+ boots and I was constantly swapping in a vanilla ring of life protection and a vanilla ring of sustenance from the stash too. Silence was a godsend. I don't think I could have 15-runed without it; I would have starved from all the resting.

I never did a Recite or Imprison the entire game. :( I did a Sanctuary once, but I don't have an assessment of its value., at all. Zin seems really good though, just from the passives. Its kind of annoying she won't let you eat orcs/yaks/centaur/giants/etc., but that's not a problem during extended.
