CIP - DEWz - Fire or Ice storm?

Which spell do you usually prefer if you can choose: Fire Storm or Ice Storm?

I haven't found any support spells yet. I'd like to decide:
a) branch into fire magic, and head for fire storm, picking up bolt of magma/bolt of fire and delayed fireball, etc.
b) branch into ice magic, head for ice storm. Freezing cloud will be easier (I would learn it anyway I think).
c) improve translocations/charms, in the hope of finding some books later

Something other (like improve dodge/fighting for a while, and let my spells be as is).

Edit: I have found the book of the tempest. So I may head towards tornado or shatter - but I feel that with so much investment into conjurations and with a staff of conjuration a storm would be better.

personally i like fire storm a lot better, mainly due to smite targeting and los-interruption by the vortexes.

Ok, so Fire Storm vs. Ice Storm, and Tornado vs. Shatter:
FS vs. IS: basically comes down to smite targeting vs. more irresistible damage. Otherwise they're pretty similar (i.e. will kill almost anything in 2-3 hits). I'm slightly more partial towards FS due to the versatility of smite targeting, although 4-shotting Cerebov with IS is very satisfying.
Tornado vs. Shatter: Tornado damage lasts a long time (basically instant win against whoever you're fighting), while Shatter is a one-turn massive damage spell (no damage against insubstantial monster, 50% less against flying, can shatter walls for easy rune ninja-ing). I like Tornado better, but ASFIK Shatter is very popular for people looking to speedrun.

I have played characters with both fire storm and ice storm (at the same time). In extended, ice storm will usually kill dudes faster (especially orbs of fire, which it absolutely destroys). However, you can run into sticky situations when a monster is close to you, in one of several places where you can't hit it consistently without hurting yourself as well. Fire Storm only has that problem when the monster is one square away. Both of them can kill everything just fine, though, and fire vortices are surprisingly useful for absorbing attacks, etc. I would probably give the edge to fire storm purely for versatility.

For most characters, that "Which is best in extended" is not a choice, though. Almost anyone who wants fs/is will want some return on their investment in skills before getting skills in element/conjurations to 20+ each. For this, Ice holds an edge, since freezing cloud, throw icicle, and ozo's fridge are all absurdly powerful spells that destroy everything. With Deep Elves, you usually have more skills than you know what to do with, but it still helps to have utility along the way. Ice wins here. Also note that fire storm has a significant edge before extended, because not as many monsters have long lists of resistances.

Tornado vs. Shatter:
Tornado is a very good damage-over-time spell. Think of it as mass sticky flame that moves guys around, disrupts their actions, and deals more damage. It has little use in corridors, so backups are needed. Overall, it is a good attack spell that doesn't require huge investment in multiple skills, but don't expect it to be a cure for all that ails you. If you pick both tornado and chain lightning up, though, you can take out almost anything that isn't rElec++/+ and in a corridor.

Shatter has two primary uses.
1) Ninjas
2) Huge crowds of non-flying/non-insubstantial monsters that you want dead quickly.
If you have shatter, expect to cast it relatively few times compared to other spells. It is incredibly loud and will draw a lot of monsters to your location, and should be used sparingly. It is very useful for not killing dudes in extended, but does not have much utility at that point beyond that, since most monsters at that point are either flying or tomb, and in tomb drawing everyone to your location is asking for death. Tornado vs. shatter is even less of a choice than fire storm vs. ice storm is -- tornado is a strong killdudes spell with certain downsides and shatter is a ninja spell or a ziggurat spell (although it has more uses before extended). I can't give either one the edge, because they have such different niches.

Keep in mind, though, that the game is very winnable for a primary-spellcaster with no spells above level 6. Deep Elves have the luxury of being able to do whatever and getting away with it, but don't use level 9 spells as a crutch to avoid learning how to use lower-level spells well.

Arguably the most important spells in a blaster's arsenal are all level 4: IMB, Throw Icicle, and/or Airstrike.
