1. Yes, you should.

2. If you want 15-rune win, you cannot wear armours heavier than pearl dragon armour/chain mail. You must stabilize Yara/Haste/Deflect/Abjuration/PProj.
If you want just 3-rune win, ignore spells and take gold dragon armour with full enchant.
Yara is needed for taking Sojobo/spriggan air mages out easily, but you can wipe them out with slashing them with lajatang (or you can just ignore them)

This char has just cleared lair. You shouldn't give advice on what he should get, train or wear depending on spell or items not yet generated and that may not appear ever.

The best armor for a 3 or 15 runes (there's no actual difference) for a Ce is usually the best enchanted heavy armour (usually plate) you can find in mid-game, so usually after clearing orc. MR+, rf+, rc+ are all good ego, just take the highest enchanted one and full enchant. That because it is hard to get good EV on a Ce, so it is better to go heavy armour - for a time probably a +4 ring mail is going to compete with a plate, until you get enough ?EA on it and armor skill. You have also an artefact armor in inventory and ?RC, so try it.
If you're going to a 3 runes win you'll still have enough experience to get some lv2/3 spells without problems. With a 15 runes you'll have enough experience to get all good lv.6 spells online.

Brand and enchant that longbow.
I'd stop to train m&f for now, 10 is even more than enough to kill easily enemies - but I'd upgrade t something better than a elec whip at this point, having already invested a bit in the skill - an enchanted dire flail or morningstar is probably going to be better

I am wearing this for rf. It is only source of rf besides resist pots which has appeared.
Edit: I branded and got venom. Should I rebrand? What if I get fire/ice, which are horrible?

I rebranded nessos's +2 flaming longbow and got venom. Why?????? Also, I still have no rpois, so I would rather do swamp first, but Aizul is there. I have no mr ring or rf ring. What armour should I wear? Why do the flaming and freezing ranged brands do no physical damage? Is venom super common?

I would wear +four ring mail, centaurs have deformed body mutation so +0 armour is bad for them usually.
clear orc 2, one of the shops can have rpois item. not sure what you mean as no physical damage, all weapons deal physical damage and after that brand damage is applied if available (fire for flaming). flaming lauchner is good enough, velocity/speed are less likely than venome+flaming+freezing.

I bet he read some obsolete articles on the wiki, before one of the ranged reforms, branded launcher did 100% elemental damage

Can't use flaming weapon, dith prohibits it. They made it so the flaming/freezing brands do some physical damage? The chain mail has +5 slaying, isn't that important?

They after one of the reform, ranged combat works almost like melee, so branded launcher does 100% psychical damage + the elemental brand damage bonus
