Should I try to get CBOE online? I have few ways to regain mana mid fight, as sif muna's channel energy costs mana now. What should I train? More defences? I eventually want glaciate, for vaults 5.

Not on this character. Unless you're deep into postgame when EXP is a non-issue. CBoE is a huge EXP investment and, without 30 pets to hide behind, is still a large risk for when it botches.
I prefer Sub.Blood + Regen instead of CBoE but again, without 30 pets to hide behind, that's got its risks. Somewhat mitigable by using Sub.Blood at around 70% mp instead of 30%.

If you want Glaciate, train focused Conj/Ice and unfocused Spellcasting. After getting Glaciate online train Fighting. You have everything else to win the game. You don't need CBoE as you have nice lajatang at min delay and nice defenses even without Ozo' Armour.

Thanks to my lajatang of order, only got one mutation (-2 int in slime). Why is my fail rate for glaciate still so high? I have 16 spellcasting, 24 conjurations, and 27 ice magic, but still 12% fail on glaciate without wizardry. Is this because my int is only 24? This is only going to be a 4 rune run, but I want a dwhip, because the trove wants a +7 one, and I already have a endgame weapon and enough ew scrolls to get a +7 dwhip. Should I try to clear the vestibule to get a dwhip? None have generated thus far. Also, what should my main way of killing oofs be? Should I hit them with iood until they get close, then beat them with the lajatang of order? I have to train more magic to maintain sif muna piety, should I go for spellforged servitor?

Spellforged servitor is really good with this kind of character, so yes. I wouldn't bother with the trove.

Yes, Int 24 is too low without Vehumet/wizardry. But I would not worry too much about it, Sif Muna protects you from miscasts.

I guess you meant to say that channel energy costs piety, not mana. Anyhow I'd recommend possibly putting on a faith amulet and simply using sif channel. You're already using |energy for hungerless spells, but even if |energy is only a swap, more spellcasting will minimize any hunger, and there is always necromutation if you want to go the hungerless route. You can continue to train some invocations, since the duration you get for channel scales linearly with invocations, so there will be a big difference in the total MP you gain per invocation with e.g. 15 invo (not that you need that much to ascend).
I was able to do a 15-runer firestormer/shatterer with no use of sublim or evocable channel of any kind using Sif channel alone for more MP, and this included completing a ziggurat. No MP/piety issues in the zig either.
