I'm shaky on this, but from what I recall, the way miscasts work is depending on percentage you have a chance for miscasts, with higher level miscasts being less likely for low level spells and for 'better colors' (yellow vs red fail %). But, you still have a chance to get a higher level miscast even with yellow or the like. In particular, that sounds like a level 2 fire miscast.
