Broad axes are better than war axes (once you have sufficient Axes skill). You can't really calculate damage the way you're doing it: the formula is much more complex. If in doubt, use fsim.

In general, vampiric broad axes are pretty good. Wield it and dump all your enchants into it.

It's probably not good as a GrEE to only train conj for the first 6 XL. The OP is a relative newbie and have trouble getting past D:10. Such a skill-training table will likely confuse them.

OP should post a character dump or morgue here (or two or three of them if they like). It makes the advice more concrete. It also lets people here see more of the picture; sometimes what you think are doing wrong, is not what you're doing wrong -- the error is more basic and something else altogether.

I don't know who proposed what. But as I said, that proposal would sever the link between an item and its inventory letter. Interesting idea.

For a "mage"-type character, a +3 buckler with MP restoration would be better than a typical shield for a fairly long time. I don't think it would imply much of a meaningful choice in that time period. But many unrandarts are like this, so it's not really a big issue.

I also consider Shock to be better, for reasons pretty much the same as Berder.

Freeze is pretty good too. I too rarely if ever bother to learn Freeze from Vehumet. I have probably learnt Sandblast more than I've learnt Freeze.

No, that's not the way it works. Brutes still have a max MP. So, say, if they have 10 MP and the god ability costs 5, they will only get 2 uses max in a fight. While mages with more MP will get > 2 uses.

The spell level on utility spells often works more as a gating mechanism, rather than anything specifically having to do with MP costs. So in, say, the Controlled Blink case the "mage" types will typically find Controlled Blink much easier to learn (and cast).
