Yeah that statement is back to front for me too. Sure a range of tools are just outright out-of-reach in the early game, but most of the stuff you meet before lair has no resists, or 1 well-defined and obvious resist. Crappy defenses aside. You cant toe-to-toe with a hill giant when you first meet them with anything but a plate-clad combat beastie.
