I noticed amulets of resist mutation are not greyed-out on the inventory screen for mummies. Is their only purpose to protect against rotting from mutating effects?

Personally, I wouldn't swap to Sif Muna for late game. By then you should have all the spells you need, so all she offers is Channeling and miscast protection. There's also Experience cards in Decks of Wonder.

I doubt a SpHe could make it through the dungeon (especially after 0.9), unless you decide not to pacify everything you see and only use healing for emergencies.

It's worth a shot. I once bought a random scroll for 34 gold... turned out to be a scroll of acquirement. Later that game, I saw two scrolls of acquirement in another shop for 884 gold each. In case you guys were wondering, I acquired 3 very disappointing pieces of armour.

What's up with 5/13/0 defenses? You need to up your defense more, and I would say focus less on Air Magic, what you really need is more Conjurations and Ice Magic to deal big damage. And level 13 was way too early for Snake, especially with 72 max HP.

When dropping potions/scrolls against monsters with cold/fire RANGED attacks, make sure that you drop and then move away because otherwise the cold/fire blast will destroy your items, even if they are sitting on the ground. Step away so your dropped items are out of the line of fire.

I think most people recommend Earth, because it can't be resisted. Granted, Fire and Ice Storms damage fire/ice opponents respectively, but earth is more effective.

Is there a limit on the usefulness of Int? I know that past a certain point, Dex gives hugely diminishing returns on EV and SH.

I would say enter. Relatively speaking, thats the cheapest price I've ever heard of. You can easily amass 25+ healing pots after 3 runes, and if youre worried about hell effects, just scrounge pan for more healing pots before doing the hells.

Halflings are good at shields, so HaGl is viable. I have a level 22 HaGl of Okawaru right now with 2 runes, and he's at 15/34/35 defenses. I was able to take down a D:12 altar vault's stone giant right after Lair and Orc, without any sort of potion/spell boost.
