Those penalties go away with modest skill investment (5 Shield skill for buckler for normal size race, 3 and 9 respectively for buckler and shield for Fo). Except for UC. So I guess maybe UC Fo might not want to use a shield, but otherwise using one eventually makes sense for Fo.

Don't forget antimagic! Probably the best brand for extended. Holy wrath is second best, probably. Speed, elec, and distortion are good too.

Of the brands you can actually get from the scroll though, it probably goes elec > vorpal/flaming/freezing > everything else.

I think it was more like 0.11 that Veh still had summoning support. But even then, Sif was the summoning god of choice, for all the reasons you mentioned. Veh's only advantage probably was the more predictable gifting of books, but when that went there probably wasn't enough reason to keep summoning...
