I just read-id an Enchant Weapon III scroll while under Xom-induced dragon form and it turns out it gets wasted even though I had a weapon equipped (which was melded due to dragon form). Is this behaviour intended?

Sadly bat dmg got nerfed to shit so this is far less enjoyable than it would be. I think Trog would also be quite nice with the old dmg formula.
