There are usually easier branches after Zot:4 than Hell. As for their difficulty, it's the same thing you said about 3rd rune: it depends on character and gear.

I sometimes wait with reading acquirement when I want to increase chances of a good wand. I don't really need a wand of hasting or hw immediately if I still have potions of haste or hw that make a wand of the same thing not very useful (useful only if you need more hw than what you have in 1 fight).

^There would obviously be a warning before entering. The locks would be on Lair branches, not on Lair.

The lock could be on floor 2 or 3 of the branch to make it less severe. I am indifferent about these locks btw.

With a few characters I've felt like training the weapon skill past min delay was the most useful thing they could train, for slightly better effectiveness against orbs of fire and ancient liches. If you're in doubt then don't do it I guess.

Do not switch slings, +11 is too good. Replacing it with a +0 sling is horrible. Just swap the ring of fire when needed.
The choice between the buckler with +5 slaying and resistance doesn't matter that much in my opinion. Either one is fine.

Spectral weapon is OP for a lvl 3 spell. Make it higher level, increase the defenses and hp of the weapon, make it drain player mp a little on hit.

Storm dragon armor is better, it's pretty good to finish the game with.
Your chances of doing both portals are much higher if you do volcano first, but like others said it has worse loot on average.

I think it shouldn't, and some enemies would have to be changed to magic immune and vice-versa (because right now magic immune and high MR are the same thing and are assigned with seemingly no logic).
