I don't quite follow what you mean, but OP means a shield that blocks bolts of fire, cold, lightning etc. while normal shields don't block any of these, including shields of reflection. It has nothing to do with crossbow bolts.

I most consistently use the shop ability to get a good weapon at about the time I start Lair, probably a couple levels in. Around then, your money should be approaching levels where you can buy a shop, a weapon and still have enough left over for a potion petition, which is important.

I think Gozag is a great god, but the main power is definitely the practically infinite potion use, not the shops, though these are also very nice if you compare them to other gods' item gifts.
