Stoneskin isn't good enough that you'd want to train earth/tmut specifically for stoneskin spellpower. It's still a good idea to cast it. That's simply due to the fact that it's a cheap buff with no downside, so you should have it up at all times (I personally wouldn't bother to cast it at all).
