If you want easy cross-platform I advise Javascript. It's already used in huge numbers of web and phone games, and a HTML/Javascript app can be packaged as a desktop app very easily for most platforms if you really needed to.

The problem (ok well, one problem but a major one) is that spells which were removed or heavily nerfed for being broken were, well, broken; and any amount of Xom attention they cause isn't actually going to stop them being broken.

Yeah, those are both problems. I did briefly consider a non-boots misc evokable item but I feel it'd be nothing like as interesting as other misc items (though still a good Artificer starting item, the problem I'm having right now is that most evokables are way too good to be starting items).

There are some obvious cases already in existence; a +6 ring of slaying is obviously better than a +4 ring of slaying, a +1 robe is better than +0, etc. etc. But yeah, that doesn't mean we need to make every single item have multiple enchantment levels, it would be a complete mess.

I've thought a lot about portal projectile - in a way it's the most "arcane marksman" spell you could possibly hope to have. What I'm not sure about is whether it synergises with ranged combat in quite the way I imagine for AM. It can work quite well with Inner Flame, however.
