Black draconians need to be renamed to cyan or blue or something. Black really has nothing to do with air/elec.

Paralyse + a distortion quickblade sounds awful.
Invis also makes it even more awful except that most players have Sinv by that point.

Other than that the rogue's permanent buff should probably be stronger. Permanent invisibility doesn't mean much when he already has an invis spell.

Polymorph is a weird wand with a cool effect that the player almost never wants to use on their own.
Solution: make enemies that force players to deal with it by casting polymorph on nearby other enemies.

I'd remove High Elf (they are the MD to Tengu's Mi) and rename Deep Elf to Elf.

Plus then you get a better excuse for why DE blademasters and such exist despite DE PCs being rather bad at melee.

The good combination is weapons: range 1 consumables and conjurations: range variable consumables don't have variable range AFAIK Take away ?recharge and Pak and wands are consumables. IMO, non-consumable, non-conjuration ranged sources should not exist. Oh man, but LRD is one of my favorite spells!

Hydras are already dangerous without the head chopping. And now you're being forced to use an inferior weapon. And the increase in danger level is insignificant? I feel like flavor-wise the riposte should trigger on shield blocks as well, but at the same time that sounds very OP, especially on Formicid.
You could reduce the riposte chance to compensate but then you're reducing the appeal of the 2h longblades.
