Rods should probably just not be melee weapons (and then be acquired in the misc category instead).

The only effect this would have that I can think of is that you couldn't use them and have your hand bound on an Ash worshipper. I doubt anyone uses rod melee seriously.

You could go the ranged route, and have some kind of ammo for spells that never will run out in practice. Then you can get your warm and fuzzy feeling that you've (for some reason) limited the player from casting infinite spells over the course of the game, just like you can't shoot infinite arrows...

I think one issue is that jellies heal/may split on eating stuff, so that might make it "optimal" to pick up and drop everything so that a jelly infestation doesn't result. They're harmless enough monsters that I doubt it would ever be worth the turns, but it's something to think about.

I mean, you don't need the algorithm (which is indeed used lots of times in the crawl source) here, since it just randomly chooses one 4, 5, 6, or 7 at the start of the game. Branch entrance depths are fixed at the start of the game, so that's not an issue. Portal generation is done at level-creation time, though, so they are more likely towards the upper part of their depth IIRC.
