Whoops I didn't look at that paste quite well enough, I read the 'Dispel missiles' line's 1% and somehow thought it was for ice storm, yeah, brilliance, wizardry, lighter armour, some combination of these things would put it in your casting range, but don't cast it at 34% unless you like pain. :)
