It's much harder to overcome HP regen when it takes 20 auts to move first tile. Even for Spriggan it takes 5 turns to move 6 tiles: 2.0 + 0.6 * 5 = 5.0. I am not suggesting to do exactly like is done in that branch. Personally I don't like some changes there too (0.9 move and monsters being unable to use stairs among other things) but that branch proved that crawl is playable (and more fun to me) without kiting. All I wanted to suggest is in the OP ;)

Correct answer is under spoiler. +3 slaying deals 10% less damage than Str+10, Dex-4 31.2 vs 34.6. I was really surprised, I didn't expect Str being that important when it is already very high (Str 34 vs Str 44). I will definitely put more points into Str in games where my goal is 15 run...

Paralysis is too random/cruel, I suggest to add a new "Almost paralyzed" status, which makes character unable to move/teleport/blink, all actions are slow and EV is reduced to 0. Ancient Lich and uniques can keep the old paralysis but having paralysis in Orc Sorcerers' book is ridiculous. ...

Come on, are you seriously going to "fix" Felids? It is a unique race, you are going to make it "yet another human" with minor difference. Yes, lack of armour is minor difference especially true for characters in statue form which is a very good spell for Fe. If you don't like so...
