Wands of heal wounds and digging are also "evoked" despite not scaling with evocations skill.

(Well that's not absolutely true. Elyvilon worshipers can target enemies with /HW to pacify them and this effect scales with invo.)

Looks like it'll halve everything except the regen from Trog's Hand (when a monster's around). Since you're not worshipping Trog that probably won't be relevant.

Making pickup take 0 turns would make it easier to pillar dance/kite with arrows. Not sure that matters much but it's the only case I thought of. To drop an item you first have to unequip it anyways. Unless you're trying to tactically drop a ring by sacrificing your hand to Ru or something. (Does that take a turn?)

Swapping between two weapons takes 0.5 turns, according to the time readout in-game.

The worst part of item identification in Crawl is probably consumable identification. Keeping track of where each potion/scroll in your inventory generated, how many have generated, stacks, which ones were in monsters' inventories, etc. lets you improve your guesses as to which consumable is which....
